About Neighborhoods Neighborhood Payment and Information Services Throughout Seattle, there are seven Neighborhood Service Centers staffed by Customer Service Representatives. The Neighborhood Service Center staff acts as a convenient resource for Seattle residents. With a presence in diverse neighborhoods, the NSCs and the Customer Service staff are a point of contact for residents needing referrals and access to City government. In 2005 over 227,000 Seattle residents were served at the NSCs. A primary function of the CSR staff is processing payments for Seattle City Light and Seattle Public Utility account holders. By way of an online remittance system, payments made at the Neighborhood Service Centers are posted instantaneously on Seattle City Light and Seattle Public Utility accounts. Customers can also pay City of Seattle parking tickets, purchase Metro passes, pay on Municipal Court case balances, buy pet licenses, return cable equipment, make payments on local cable television or internet accounts and purchase Zone 10 residential parking permits (RPZ). The Customer Service staff also processes first time U.S. Passport applications and passport renewal requests. Expedited passport service is also available. While the application acceptance hours vary by location, application forms and instruction sheets (including required documentation) are available for pickup at any time. In addition, the staff provides information and referrals on recycling, conservation, energy assistance, other City programs, service providers in the community, and voter registration information. Visitors can also obtain necessary City forms such as Business Licenses and Accident Reports. The staffed Neighborhood Service Centers are located in the following neighborhoods: Lake City, Ballard, University, Central, Southeast, Delridge and West Seattle.
